Canada continues to maintain its reputation as the most immigrant friendly country in the world.The Immigration,Refugees and Citizenship Canada (IRCC) keeps on lowering the minimum point threshold for candidates to be eligible to receive an invitation to Apply(ITA) for Canadian Permanent Resident(PR).The recent draw on 5th April 2017,saw candidates having Comprehensive Ranking System (CRS) pointsof 431 or more receiving Invitations to Apply (ITA) for Permanent Residence in Canada. In all 3753 candidates obtained an ITA in the latest draw.The previous low was set in the draw on March 1st when candidates having 434 points or more received ITAs.Although the change in the number of points appears to be marginal, yet it will have a significant impact on the number of people who will be eligible to submit an application On account of the lowering of the minimum CRS points the range of candidates who are eligible for applying has increased greatly.The draw on April 5th is the first draw of the second quarter of 2017. The low minimum CRS points, resulting in the high number of Invitations to apply being issued,has set a positive trend for the rest of 2017. This year has seen a dramatic increase in the number of ITAs issued as compared to any other time, since the inception of Express Entry Program in January 2015.According to sources,the number of Invitations to Apply is likely to go up, through the rest of the year.
Advantage Provincial Nominee Program
The IRCC introduced the Enhanced Express Entry program in November 2016, wherein a candidate in the Express Entry pool, who also has a nomination from a province or territory under the Provincial Nomination Program,is automatically awarded 600 points in the Comprehensive Ranking System (CRS), which accounts for nearly half of the total points under the system. This is a game changer where the express entry draw is concerned. There is a seven percent increase in the number of new comers expected to arrive under the Provincial Nominee Program over last year.As many PNPs also have at least one stream aligned to the Express Entry Program.Provinces such as Ontario, British Columbia,and Nova Scotia have opened a number of Enhanced Express Entry streams aligned with their Provincial Nominee Program.Provinces like Saskatchewan and other Atlantic provinces,have also aligned their PNP with the Express Entry Program. The percentage of recipients of an Invitation to Apply, who also held a Provincial nomination increased from 13% to 23%, from 2016 to current date. This shows the growing importance of the provincial nominee program
Advantage Comprehensive Ranking system
The comprehensive Ranking system is a point based system in which candidates who wish to obtain permanent residence in Canada are awarded a total of 1200 points for different categories.The number of points to be awarded for each category, as well as the minimum number of points to be considered for the Express Entry Program is decided by the Canadian immigration authority, the IRCC, which from time to time gives out information about its policy changes through its website and other media. The IRCC has made the following improvements to the points based CRS
1.In November 2016, the IRCC reduced the number of points to be awarded for a qualifying job, from 600 points to 50 or 200 based on the position of the job. This move, though reducing the number of points awarded to candidates resulted in a decline in cut off points for CRS through a domino effect.
2.The IRCC announced that individuals who hold a work permit issued under an international agreement,and also individual who hold a work permit under the significant benefits to Canada criteria, will also be awarded points under the CRS, apart from those holding a job under the Labor market Impact Assessment (LMIA)
3.Individuals who have a sibling in Canada, over 18 years of age will also be awarded 15 additional points under the CRS from June 2017 onwards
4.Individuals who show an intermediate or better ability in both French and English will be awarded 15 additional points
